Hold on, I suspect it is going to be a bumpy ride.

The way this reads it sounds like the applications will be reviewed but no interviews will be conducted. Is this an accurate interpretation?
Interviews are not required for an "appointment".
I have heard people talking about what whould be "fair" in this situation.
Many years ago..."fairness" was taken deep, deep into the woods and was shot it in the head.
